Someone with ETS and a level of ATR would turn a -3 penalty into -0 (-3 divided by two round up is -1, a level of ATR eliminates that penalty and makes it 0). This affects all attempts to locate you, doesn’t affect your ability to see or hear other people, and only applies if you move a significant distance throughout your turn. It makes sense that moving so quickly would help you in other ways as well, so why not buy all of the relevant bonuses at once? Altered Time Rate increases the number of maneuvers you can make in a turn and gives you extra time to think about your actions, and that’s pretty much it.
